Public servants using pseudo accounts to steal salaries for other public servants

The select committee of parliament probing challenges in the payment of salaries of public servants receives evidence pointing to the fact that some officials at the ministry of public service have been collecting salaries of some public servants using pseudo bank accounts.
The committee was today meeting chief account officers from selected districts and discovered from the submissions that some officials at public service have been opening up bank accounts in separate banks in the names of some public servants.

This challenge was noted by almost all officials from all the 6 districts which submitted before the committee with all indicating that all the challenges are emerging from the ministry of public service.

The human resource manager of Bushenyi district Winnie Atwijukire submitted that one official at public service collected salaries of a teacher for two months

Atwijukire also submitted that some banks are also causing confusion by directing salaries of public servants on wrong accounts sighting several cases discovered from Stanbic Bank

This according to Awijukire has led to delays or salaries being withheld by the bank pending investigations to establish what went wrong

Other officials complained about the rushed manner in which the decentralized salary payment system was brought on board without any training to public servants and district officials.

Wakiso district Chief Administrative Officer Daudi Naluwaliro was among those who raised concerns about both the electronic and decentralized system.
