Mayor on graft charges released

Embattled Mbale Mayor Richard Masaba is released on bail by the high court’s anti corruption division in Kampala.

Masaba who is accused of fraudulently selling council land was first charged before Mbale Magistrate’s court in October 2007 but his bail was canceled and he was committed to the anti corruption court for trial.

He is alleged to have committed the five offences of abuse of office, causing the district a financial loss of 18 million shillings and fraud between December 2005 and January 2006.

Masaba allegedly used his position and sold plots 5-7 located along Mbale road to Christian fellowship Ministries and received the 18 million shillings from Pastor John Wandera after forging minutes of the district Land board indicating that the board had allocated the plot of land to one Kenneth Nandala , a pseudo name he used to acquire the land.

Justice John Bosco Katusti ordered Masaaba to deposit a 2 million shillings receipt which the Mbale high court had earlier issued him as a precondition for bail.
