ISO Director snubs parliament’s summons

The Director General of Internal Security Organization (ISO) Frank Kaka Bagyenda fails to appear before parliament’s committee on human rights to respond to claims of torture of suspects in “safe houses”.

Yesterday, Members of Parliament on the Committee were blocked from accessing suspected Safe Houses in Nkokonjeru, Kyengera ,Nalukolongo and Nakasero respectively.

The facilities that Mps intended to visit are allegedly being used by ISO as ‘torture chambers’ for Suspects.

However, the Mps were told that they needed to get permission from the ISO director general Col. Kaka Bagyenda to be allowed in.

This prompted the committee chairperson also Buvuma district woman member of parliament Janepher Nantume Egunyu to summon Kaka to appear before the committee and defend himself over the allegations.

Now, Nantume tells committee members that the ISO director general wrote to her stating that he is unable to appear before the committee as expected.
